A small idea popped up in my braincell working overtime, I’m not expecting much but here goes:
An option that instead of just delaying someone’s flight, you could have an option to instead redirect it to other nearest destination.
You thought you’re going to China? Sike, it’s Japan now.
Going to Switzerland for rehab? Naw man UK it’s lovely rainy this time of year!
Oh a cayman run? Naw, hawaii vacation for you my man!

It would need to cost more points than the current flight delay in my opinion though. Since it's a much bigger inconvenience you now have to land there and fly back to then fly to your original destination.
That or have a 24h cooldown per target, maybe?

I don't know about this specifically, but I do know that Ched has confirmed that multiple stops during travel is planned for the travel update. So being able to go from China to Japan to Switzerland without having to go all the way back to Torn. Not quite the same as turning around mid flight, but better than nothing.
This is a realistic idea. IRL airliners are required to hold an alternative destination in their flight plans and to carry sufficient fuel to get there if they are unable to land at the original destination. 'Unable to land' could be a function of weather, something being closed or unavailable at an airport, or a mechanical issue with the aircraft which might see it redirected to somewhere it could be repaired. It wouldn't be uncommon to see a diversion for a medical emergency or an unruly passenger.
Plenty of ways to write some narrative around this.
I think I stick with my original comment on needing it to cost more. imagine being 5 minutes into a trip to Canada and then BAM you are now on your way to SA in the middle of a war/chain. It would need to cost more then a delay or cost different amounts based on new destination or delay it is going to cause them. Maybe once it has been done to you once it can not be done to you again until you reset in Torn ... or you could pay someone to redirect you back to your original plan or redirect you back to Torn. Lots of different things to consider.
I love the idea, just a lot of different things to look at before it could ever be implemented

redirecting a rehab trip over and over can be extremely nasty for those trying to keep addiction now for companies, battle stats etc.

Had my share of flight delays already for being a dick
honestly I was thinking about being on the delayer side... not being delayed
as delaying is always anonymous... one can get vicious and not suffer the consequences
maybe adding a way to reveal the delayer to even the field?
Yeah that tends to annoy, but if you suspect a specific person in detective agency, you can check their job points spent

Oh my God this would be TERRIBLY NASTY AND SICK from the person that is going to change your flight route from Cayman to Hawaii or China to UAE. And I think it's a brilliant idea, and since most of the people fly with a private airstrip it would be also realistic.
It would be very frustrating and annoying fly to another country with enough money to buy plushies and when you get there you figure out that you got late and also you can't buy all the plushies or flowers cuz you didn't have enough money
For a mugger it can be useful too because you know the they will have a flight delay cuz theyre not flying where they thought they were.

Sounds super fun to me. Maybe it could even be a new company, like an Airport or something like that.
Other specials could be that you maybe can force other people out of a country back to torn. Maybe the obligatory more travel items. Flying from one country to the next would be also nice thing to have. And maybe a special so you can somewhat speed up flights by a certain amount of time for others by bypassing security or something like that. Guess you could think of a lot of things about flying in torn that would be great for an airport company.
