why not do crimes in other countries while we travel ?

My first thoughts are this could negatively impact available targets in Raids and Chains in Torn City with more reasons to fly, and less drawbacks for flying.
Could you add some draw backs to the Destination Crimes available to make this more reasonable?
Maybe only 1 Crimes of each Category per Destination, or only Non-Safe Crimes at Travel Cities
Just some thoughts that might make this a more reasonable ask. I think many would down vote this if it ever hit a high enough rep to be considered if Safe Crimes in Travel Cities were allowed.
