If you have low speed should you value high accuracy weapons over high damage?

Yes, it's relative to your opponents dex but accuracy will serve you better as a lower speed user.

I'd personally go with damage.
Assuming you'll be fighting players with much higher dexterity than your speed, the hit chance modifier provided by your weapon's accuracy will be much less. Source
Additionally, if you're going with low speed, I'd assume you're committed to being a one-hit wonder. Doesn't make sense to try and counteract the deficiency you chose to have with your build.
Personally I don't think offensive builds with very low speed or damage make sense to begin with, but that's just my opinion, haven't done the math on that.
My thoughts: dexterity and defense don't rely on each other, having low dex doesn't hinder effectiveness of def, and vice versa. Having low speed will reduce the amount of hits you get, so you won't be able to take advantage of your strength as much. It's the same the other way around.

If you have lots of speed or strength then you have to train the other as well. Its no good being speedy but cant damage them and its no good being strong if you cant hit a barn door.
