I know people like attacking npcs because they can drop good loot, when do people know when to attack?

Only attack when you're alone, makes your chances of items dropping to you to 100% :P
You know when to attack when others attack :)

The old rule of thumb is that every time an NPC hit loot 4 (except Jimmy, f**k that guy) they'd be hit hard and fast
Unfortunately, the release of RW and the gym update really made players question the value of looting (the weapons, the main selling point, are now thoroughly mediocre compared to most RW stuff, and it's much less consistent to pull a good drop!), So if you're looking to go on an NPc hunt you'll have to either work with your faction or generate some excitement in attacking forums or torn discords :) you'll see lotto servers from time to time go on full sweeps of NPCs (they name the loto attack x now!) But even this is rare unfortunately :/

If you have torn tools stakeout each one and put notify you when life is under 99 percent.
