How do targets get picked from missions?
I have, pretty routinely, been given targets WAY above me in level and stats. Is that normal? Is it just 100% random?

The targets are derived from your total stats. So if you have a highly skewed or whored stat, it is harder. They are though generally hard, but not entirely impossible.

It should get easier once you reach a certain stat point (or so Ive been told)

You get targets based on your battlestats...
Most of the time, you will have a hard time defeating them.

You can always find someone to assist in your attacks(need money).

Be sure not to be under xanax effects before attacking. Xanax reduces your BS a lot.

You can save up mission targets for up to 3days. Then, use a vicodin and try to beat them.

Always use suitable temporaries based on mission.

Even if you follow what I said, you may need to spend 50 energy or more for a single target.

I just want to add in: they decide Targets on your overall Battle stats, Merits included.
This way they ensure the targets are matching the difficulty.

I'm 95% sure it's based on your base battle stats, otherwise people on xanax and with -5 to 6% addiction would be getting missions with people about half their total!

I usually put mission targets on stakeout for "is in hospital." When I get the notification that they've been KO'd by somebody else, I just wait til they're out of hosp with low life and attack them then.

Drug effects are excluded.

But i've got 10 Merits (+30% stats) for my 3 main stats and the Mission targets are still difficult to beat.
If what you are saying were true, it would be almost neccessary to have Merits in stats in order to beat them.

It absolutely is necessary to have proper merit allocations and build setups for missions in the expert tier (except the missions where you can't obviously :P)

What about radiation poisoning? is that excluded too? needle buffs? faction buffs? book buffs? Edu buffs? I don't know if the game has systems in place to differentiate on a macro level, in any other area your (de)buffs are counted in their entirety, idk why missions would be different

A large part of Duke missions are to get you to learn how to fight smarter. From the description you often should get some idea of what you are up against (and you can use torntools for even more info). With that info you can adjust your build, weapons, temps etc to try to best counter the target. And If you go into a fight and lose, you then should have a very good idea of what you need to do to counter their build.
