They appear at the start of a new day, but it's random if any will appear.
Sometimes when events are going on some special items have a chance to spawn every 6 hours.

Like what Malcholm said, it's one item every day at 0:00 TCT, with exceptions during events like the days leading to Halloween, or the Torn Anniversary, or Valentine's Day Love Juice, which gave us a chance to get event related items in shorter periods of time. This interval is event specific though, and usually announced through the newspaper, like the Torn Anniversary spawning sweets (like birthday cupcakes) every 15 minutes.
Awareness perks (such us through books or merits) just increase the frequency of items spawning but are unknown if they affect event spawns. They do not affect the number of items that spawns, or the networth of the items themselves.

I'm in a candle shop +50% awareness, and I have 6 Perks for increased awareness... finding pepper spray and bricks wouldn't recommend
Using only the awareness perk boosted to max and no other specials I've found 2 boxing gloves and a parachute among countless other items worth millions in my 4 ish years living in torn. Just check every single day. Don't count on making a fortune but it could be your lucky day anytime. Or not. Probably not. Yea a buncha bricks and black roses.
