All you need is the start up cost (depends on company) and be level 10. Every company requires a different amount to start up. They range from a few million to several billion
I would avoid doing this until you have business management education done and own both company stocks (Torn City Media Productions and Tell Group PLC). There's guides out there on how to run companies if you're so inclined.

The main downside to starting a brand new company is being zero stars you have nothing to offer employees, people usually overpay large wages to compensate and therefore run at heavy loss initially.
I'm going to bypass the many, many, many reasons you shouldn't start a company.
