i am flying to get flowers at the moment but i am seriously confused.

i rent a private island and a pilot which enables me to get 15 flowers max. but i am also using a medium suitcase which enables me to collect an extra 3 flowers. so the total i get is 18 but when i landed and opened up my display case to put my flowers in it showed up that i was deposited 19 flowers.

hence my confusion as to why i buy the flowers and i deposit an extra flower as it has happened the last 5 times i travelled
please help me understand the confusion
