I'm facing a Level 25 character with 1k life, how am I supposed to beat this mission?

Missions for attacking folks are assigned based on your battle stat score. Likely this person is just a little hard for you to beat. Take a vicodin to boost your stats and take a swing, this will probably be enough. You can also ask someone in your faction, or any friend, to hit your target a few times to bring their health down a little.
Also remember to use a smoke grenade to reduce their chance of hitting you, or a tear gas to make them easier to hit :)
