I'm currently posting this with TornTools enabled.

When i try to add money to my banking investment it autofills 2bil and wont let me add the additional cash to the investment

You're in a 5* Oil Rig...the Fat Cat perk is only available for 10* Oil Rigs...here is Wiki.
