I can't seem to find a good answer on early discharge; do the outside hits need to be on people sitting on the wall or just outside hits on any member? Thanks in advance

Sitting on the wall before your RW starts. After the start of a RW, any outside hit will do it; no need for walls then
To have ED, you need 1 outside hit for each member in your faction, minimum 20 outside hits.
Each outside hit has an individual 24 hour timer. You're probably thinking of ranked wars. Don't do your fake walls 24 hours before the war starts. You want to do it as late as possible before the war starts *and* have your people recover med cooldown before the war. It's balancing logistics. You also need friendly neighbors to actually be online to set the fake wall. 4-12 hours prior to a ranked war is generally fine.
Usually you want your fake wall to be done by a friendly neighbor or friend who isn't on the map. Have them attack your TT with the most member slots. You're strongest members auto-fill the wall, so it saves them 5e each. Make sure you actually have enough Okay members to fill a wall before you ask for it. Bounty them off. Keep an eye on incoming attacks. Often a random member of the friendly faction who set the wall, will start attacking in ignorance and needs to be reminded that they aren't outside hits and aren't helping.
