According to the wiki, the event doubles the effects of alcohol. All alcohol items are affected.

the above is correct. i also highly recommend saving glasses of beer for Beer Day in August.

St. Patrick's Day event doubles the effect of all alcohol items.
International Beer Daty event multiplies the effect of all beer items (whether bottled or in glasses) by five.

I say wait for the first Friday of August for your beers.
