Looks pretty shit unless you're really into edu courses.
Would be fine to use it paired with merits to fast track the decent courses but education needs a complete revamp. Most of the courses don't offer much especially for the amount of time you expend doing them. Nearly 7 years for all the courses and I'd say less than half are useful, atleast for me.

The 10% redux perks you are looking at are for reaching the top of the starter jobs bro, specifically Education and Law

-10% course time reduction is from the Education starter job, and +10% Crime Experience is from the Law starter job. If you'd finished the medical starter job, it would also say "Ability to Revive".
