Usually at Christmas or mayhap its Newyears.
the free merit resets are sent out once per year at Christmas, and on rare occasions when substantial changes have been made to the merit system.

Once a year, every Christmas. Check the Points menu.
iirc.. you need to be online on Christmas or New Year to get this..
You get an event for it each year:

At nearly 5k days you should have up to *3* of these, depending on your activity.

Has been active the entire time according to their graph, may just be a player that hasn't really read many of the newspaper articles or forum posts, and didn't know where they got them all from in the past.
The annual free merit resets only started in 2019, and only credited to peeps active over December each year - the most you can have from them is 3+1 from the book+ any extras handed out over the years when a major merit overhaul came out (has happened once since I started)
