Currently I am a dex whore but I’m starting to realize defense might be the way to go, there’s a ton of options to lower someone’s dex (temp weapons like smoke grenades) but not too many to lower someone's defense. Now with the ranked war perks it’s even easier to get someone who is a dex whore.

You need something like 15:1 - Def : Str for damage mitigation. You need something like 64:1 - Dex:Spd for 100% dodge chance.
With 100% dodge chance, you can still be hit critically. I think that might even be a different check. If you are critically hit with high enough defense, you can still mitigate the damage.
Dex can be reduced by multiple temporary items. Def can only be reduced by the new RW weapons.
I gotta disagree due to talking with others and experience. I've definitely fought with people and only won because of crits. Maybe I had a 1% chance to hit that person, and not a 0% chance, but that still makes def better because of the 15:64 ratio imo

Unless you can buy enough SEs to take either dex or def through the roof your best option is to train both.
Also, of the people who advocate for def many seem to forget the following: Firstly, although its true that def requires less relative to strength compared to dex/speed to fully mitigate an attack (compared to missing an attack), the x14 vs x64 comparison only really applies at the upper ends. If you look at the graph of spd/dex vs def/str they're pretty similar throughout the x2, x3, x4, x5 etc. It's only at the end where def pulls away. At x14 dex to spd you still have over a 90% chance that the opponent will miss you.
Secondly, dex is by far the better option when avoiding RW weapon effects unless you can guarantee you'll be able to fully mitigate hits because your def is so high.
In summary, imo, if you can't afford SEs - both If you can only afford limited SE's - Def If you can afford unlimited SE's - which ever you prefer and take it to the max
