What steps can I take to improve my racing skill and increase my speed on the track?

Best way to improve racing skill is to join a 10* TV station.
I see you're somewhat new to racing so there are a few other things you want to consider, like racing points etc. I'll preface by saying that racing is not and never will be lucrative or ideal.
If you ONLY care about the racing merits, I would suggest limiting car upgrades until B class, and also save a lot for A class.
Do 100 lap races before bed, and official ones while awake.

The best plan I can recommend if you're wanting to do racing merits is to limit your usage of points until B class, then dump them all into a Sierra Cosworth customized for the dirt track. There's guides you can find that help you in figuring out what's the best car once you reach Class A which is reach by the number of racing points you get in official races AFAIK.
If you're not keen on traveling you can do races throughout the day, then do a 100 laps docks race at night to build up skill faster to reach level 10. Doing this will let you reach the 2500 racing points through official races and then get to skill 10 a bit faster with night races for XP gain only.
If you want to go further completionist and get your racing skill to 100, it will takes years as it's the hardest of the 3 skills to get, rather than expending energy like hunting or revives racing takes your time, and a large amount of it. The best way in which to increase your skill is to get a Press Pass from working at a 10* TV Station and getting one every 2.5 days and hoping it gives you the flat .5 increase to driving skill, rather than trying to do 100 lap docks races to get this, even though you'll still have to do this as well if you're wanting to complete it in any reasonable amount of time.
If you're low in net worth, I recommend working on travel merits first (sans globetrotter unless you really want to finish them all before going into 100 skill in racing) and then switching gears to the racing merits once you have a comfortable nest egg already.
