where do i find a chain list that i can use

You have to make your list. I'll post a few leveling lists available, but those targets are used by many players and are often in the hospital already.

Your old mission targets are by far the best resource for chain targets. They are scaled to be in your stat range, so give the best fair fight multiplier and are inactive, so no bothersome retaliations.

Another option is to use you donator search (the binoculars in the top right of your screen) to search for players a certain age or level. You can specify active or inactive, but you stand a greater chance of running into a level holder using this method, or someone weak as f**k that gives low fair fight.

There is also a slim chance your faction has a list of targets or factions in their forums. I never really used any of these. Old mission targets are the way to go.
