So i have finished 4 contracts for the duke, however, anonymous says there is 10, does the other missions release when i level up?

You get a new mission from Duke every day. Duke's missions are random and you will keep getting them forever.
the locked ones you see will never open, Alice has been on crimes 2.0 for 37 yrs, then she starts on unlocking new missions after duke, so your grandchildren may enjoy the opening.

Only Duke for now, not even maxing out your rep with him will unlock anyone else. Would be nice for other characters to get there missions, like Leslie asking you to get his money back from runaway gamblers or something. But for now Duke's your main man and whatever he asks is the task for the day, whether that's eating dog pills to get out of prison or sending someone a fruitcake in a box because "f**k 'em"
