Just hospitalised a guy for a mission who had a bounty icon in their profile. However when I hospitalised I didn't get any reward, and clicking on their bounty, shows no actual bounties listed on them.

There are issues with icons which will slowly get resolved over time. The person had no bounties on them when you made the attack so there was nothing to be claimed.
