A sparkle spray can be added as a random drop that helps increase rep per district if used.
However it's something like a booster or special find / city find. On that note, it's a chance at increasing rep for the district on an accounted RNG of like 1-3. That can be the chosen added rep amount per try in each special item spray can. Each can will still lose the same amount per use, just like a normal can.
