Is there a npc target dummy that a can get crits on to complete my mission?

There's plenty of dummy's in Torn. Usually they don't like it when you hit them, though.

OP if your mission is to crit anyone there are a million and 1 inactives to attack

Get a pillow and attack inactive weak players...
or join an npc fight at the right time, get the boss fight honor while ur at it and work on deal X damage and maybe even get loot
