There is not a way to make the booster cooldown go faster. There are some ways to lower it's gain from the start, allowing more to be consumed at once.
The 10 star restaurant special lowers the booster cooldown of energy drinks, candy, and alcohol by 25%, and the 3 star grocery store special lowers it by 10%. The 3 star mining corporation special lowers alcohol cooldown by 30%.
There is a book that lowers the cooldown of energy drinks, candy, and alcohol by 50% for 30 days.

As noted above there is no method to speed up how fast your cool down goes down.
There are specials which reduce the effects upon consumption as noted and there are faction perks that will elevate your max booster cooldown which can also lead to your ability to consume additional boosters
