The big took place when I odd during a rw I was allowed to use blood bags past the health max and cooldown counter. Torn kept allowing me to use blood bags. Once I noticed it kept allowing me then I come hereto report. This should be looked into bc it kind of breaks medical merits

You can still use blood bags even if you are at max health. The usage reduces your Hospital time. You have made the usages within the available medical cooldown.
