I'm guessing you mean the crime, it depends how your faction is set up but you can put yourself forward for an Organized Crime that will be carried out one the timer is done. Once it's ready you should be able to start it under the crime's tab in your faction.
Organized Crimes are a set list of crimes performed within faction. Organized crimes help you earn crime experience, respect for the faction, and a small bit of money for the faction. Also, there is a merit for participating in 100 OCs. Which OC you are placed in, this case a blackmail, will be based off your current natural nerve bar (nerve without perks or merits) and your crime experience. You need to do nothing other than be in Torn and have an okay status for the crime to be run at its stated ready time.. be out of the hospital, not be in jail, and not be travelling abroad.
Definitely check with your faction leadership, though. Many factions will have a dedicated member or two who manage the organized crimes and making up the teams.
