If you are hosting a class E race with stock cars, does racing skill come into play to decide who will end up in the top finishing spots?
Or is it completely random and could someone with only 2.00 racing skill defeat a player who has 10.00 racing skill for example?
Totally RNG.
I've been in races where I've had a stock E class car and been in races where ive not even gotten into top 5. ( Mind you, I have 62 RS) so you understand how powerful RNG can be, especially in short races hence why in tournaments the races are generally 10-20 laps long, just so the lower RS folks have a chance. As the laps are on the higher end, generally the high RS guys will be the most likeliest winners as they will produce more consistent quicker lap times over the coming laps.
Also depends on the vehicle. Unfortunately, not many things are known about which vehicle or what type of set up is best suited for each tracks other than class A cars and the cosworth. This is because it's extremely time consuming and noone really wants to do the grind, which is understandable.
But to answer your question, yes an RS 2 person can beat an RS 10 person.
