I noticed that when I placed an orange spray can into the north side area and then started using it that the orange spray cans that were partially used in the redlight area and westside also ticked down every time i used the orange spray can in the north side area. I noticed other cans disappeared in areas so i think it is probably on all cans not just limited to the orange ones.

You don't use different spray cans of the same color for two different areas. If you have a can equipped, it's content will go down no matter which area you paint in.
