Ima try and be nice but read it again. Do you see the word “and”? Yeah in this case it means additionally, so it gives a permanent 1% boost to working stats and additionally 6hrs added booster cooldown

The same verb "increases" is being used for "all working stats" and "booster cooldown" so it shouldn't be difficult to understand why someone would also think the adverb "permanently" would also apply to both situations. It doesn't state, "Permanently increases all working stats and temporarily increases booster cooldown," it says "Permanently increases all working stats and booster cooldown." Unless you're intentionally being obtuse, it's obvious why someone would consider that the adverb applies twice if the verb applies twice, especially in the event someone doesn't natively speak English.
Well if we’re going to be literal, your booster cooldown (not your maximum booster cool-down) is being increased. And it isn’t a temporary increase. It is the same as all other booster cooldowns - you just have to wait them out.
