When a player is on a wall and get hit off by an outside hit, the spot becomes:
Available (60)
The timer allows their side to retake that slot for 60 seconds before opening it to anyone.
However, if the player is hit from the outside by a recruit of a different faction, the slot just goes to "Available" without the timer.
