When a player does not have the revive skill, it shows as "0" skill on the personal stats page.

This is fine and good.

However, the value reported from the API is not zero, but one.
In response to
HTTP GET https://api.torn.com/user/1384953?selections=personalstats&key=MYKEY&stat=reviveskill

I received
{
"personalstats": {
"reviveskill": 1
}

Shouldn't it say "revive skill 0" both in player stats and in API if the player hasn't unlocked the skill yet? As is, it's impossible to distinguish someone without revive ability from someone with the ability but who has done 0 revives.

Skill increase is calculated by multiplying the current skill value with a formula. But if you start with 0 instead of 1 you will always end up with 0.

Skill (or chance) increase exists only if someone already has the ability to revive. In that case, yes,it should start with 1.
Otherwise it should start with 0.

Yes, I fully agree with that.

However past experience shows that such intricacies are not always taken into consideration.
