Is it worth a new player getting a racing license? I'm not lvl 15 yet and I know that's the goal all the guides push for but I just want to know if it will be wasted on me at this point

If you're going to have fun racing then no, it will not be wasted.
Most people will tell you it's not very optimal to buy it now though as you can't fly and race at the same time, so any time you are racing you are giving up flying money :)

How does one get points tho? To get the licence? Or are there other ways
The most common ways to get points are to:
- Buy them at the point market
- Redeem a donator pack (gives you 50) or become a subscriber
- Exchange plushie and flower sets at the museum

I bought 2 sets of 25 just from in game earning
If you like the idea of racing than go for it. You will not make money doing it and there are only a few merits that take awhile to get so do it if it sounds fun and nothing more. That being said, if your not 15 yet and not rushing to get there you cant fly anyway...so race!
If you do go for it read a guide or two. You want to save up points in the early ranks or you will dig yourself a hole you likely will not have fun digging out of.

Every night before sleep I start a race. Even if you try very hard to not lose fly money, there are times you can't fly: during chains, or wall-sitting, or doing other jobs for your faction where you have to be in Torn. You could do racing!
