There is a really good guide by baldr you should check out. Mainly try and defeat targets that are weaker than you but higher level.

Aside from reading baldr's guide and other forum guides, getting into a respectable faction (at least 500k respect imo) with members who can help and advise you (and ideally "proficient" weapon in armory - increases exp gain)
Torn is about engaging with other players, don't get stuck in a noobtrap faction with under 100k respect, quarantined with other newbies, also don't just apply to a faction, go talk with the leaders/officers.

the hardest part is the networking to find another - I hate that part ngl, very tedious
That's cause you're a bit too abrasive by nature, doesn't bother me, but you should chill out a bit more
