Is there any other way to level up quicker , obviously crime , and completeing missions .. anything else?

Yeah, you get extra experience when posting in the correct forum.
Pretty much every action you perform will gain you some XP, attacking and leaving people will give you the most XP.

Is their a job that gives the most exp?
In addition leaving higher level people gives more xp, baldr’s levelling targets are generally recommended to get to level 15 quicker
The theatre job allows you to trade job points for experience. I imagine every job gives the same minimal levelling XP.
Joining a candle shop and using the energy it gives you for attacks would give more exp than the "experience" job perks. I tested it back when I was a noob and it was like .03% of a level per job point.
