Hello I have over 20 items found in the city map but am unable to collect or see any of them on the map. This has happened before but usually they become visible in a day or 2, but not this time

That is not a Torn feature, you are using outdated scripts. Update or change to one that is maintained, like TornTools.
Thank you, I was using DoctorN and switched to TornTools and it is now working
