I've deleted all cookies for every single site from my phone however I still can't get to the faction chat icon how I do on chrome laptop . Chat also wipes every time the box minimizes.
You have to re open faction chat every time through the whole list of groups

That's the current public chat design, all of those lists are condensed on mobile layout. We are looking at improvements to make it similar to desktop view as pointed out by Ched in his recent announcement.
Mobile: Show the open channels as individual icons rather than a grouped menu unless space is actually limited & ensure no scroll bar is used on any grouped menu

it was intentional that the chat wipes every time it minimises? also to stop mobile users being able to play torn and talk at the same time? slightly confused why erasing of chat is a new feature

Chat should not be getting erased, can you provide a screen recording of the issue?
