I earned up to 100 treats to upgrade to the quintupler bonus on my halloween basket, however, when I upgraded, the quintupler bonus was not unlocked, although my basket did rank up to "shocking."

Section on the left shows your currently available treats that you can spend on upgrades, which never reached 100. Section on the right shows the number of treats you need to collect to unlock next basket level. Unlocking next basket level does not consume the treats, it is like an exp bar that shows how many treats you have collected at current levelt.
