I don't think this was the philosophical question you thought it was.
You started by saying that one is allowed to be a "bad person" to a bad person. Then you agreed that everyone is a bad guy. Your first two comments answer your question. If everyone is "bad" then it doesn't matter whom one is bad to. Everyone is deserving based on your first two comments.
However, that just means that we devolve into a world where no good will go unpunished.
