If you are looking for graphics software, try Blender or OpenToonz
Use something like neocities.com to host pictures, so you can link them in your code
Most of torn code is BBCode, but some HTML and CSS can be used in certain parts (faction description, and bazaar description)
The rest is on you.

Have you tried getting good?
There was a guy doing AI graphics for 25m, some results looked very nice. Hope you'll find him. Must be somewhere on the forums.
Do not run a faction if you are not extremely experienced in the game.
The Graphics Forum is your friend for this.
If you want some free software that helps in the design process, try GIMP.
A faction though is more than just pretty pictures. Learn more about the faction process before diving into it.

I'd do it for 15 mil, but save yourself the money and join a real faction
