Loadout Capacity

I've been gone from this game for a while and I'm trying to get back into it. So, a few questions

1) I can trade some points to increase my loadout capacity 6 times. What does that mean? Why would I do it?

2) What does a graffiti gang do? How do you get involved?

3) Credit card skimmers and password cracking? I can't figure out where in-game to even look to get there. How do I do that?

1 quickly change between weapons armor with mods already selected

2 you need one of the city parts at 5 stars respect and have decent graffiti skill to be able to join any. They unlock other city part and some more graffiti crime results

3 eh have you migrated to crimes 2.0?

Don’t buy capacity. I wasted my points on that thinking it allowed me to hold another temporary

3- no. How do I do this?
