if I own 2 rigs at level 50 will the brute forcing strength combine together?, and what happen if i overloaded the psu with so many hcpu?

Brute forcing strength is calculated from MIPS. MIPS from larger rigs add together, but BFS is approximately:
BFS = 0.0052 * √(MIPS) - 0.6252
You can't get more energy than the max from a PSU, so you can only overclock it if power use is within PSU capacity.
