I was just wondering why races start (I believe) 1 hour after the firsts person joins; why not like 3-5 minutes after the final person joins?

That's just official races. Custom races can have very short start times, or very long ones.
As for why, I've always imagined that it gives players time to look at their cars they have available, decide if it's good for the track or not, add a car and customize, then put it on the track instead of the car originally enlisted to race.
Or as flare said, limit players from gaining racing skill and points too quickly, make it more competitive so there aren't a bunch of 100 skill racers after only a year of racing, and the whole feature is practically dead.

because at least in the past you have 5 racers out of 6 from time to time so they needed to launch the race without the "final person"
