Why in gods name would you put 1 hour timer to start a race?
15~20 mins would be reasonable.

Skill gain wise, the gains for an official race are calculated different, if the wait time is lowered doing a 100 custom lap race would become worthless.
(Now its points official, faster skillgains = custom 100 lappers). Lowering thr wait time would mean : points + skillgain = offical race

There is skill based matching. None of us know the algorithm but when a high skill racer opens a race sometimes it take over half an hour to fill.
