Suppose you’ve got your Hank’s ratio stats to the following:
  • Defense: 125,000,000
  • Strength: 100,000,000
  • Speed: 100,000,000
  • Dexterity: 25,000,000
At this point, your Defense is only 5/4 of your Strength (or Speed). You should raise it to 4/3, or133,333,333. So you do that:
  • Defense: 133,333,333
  • Strength: 100,000,000
  • Speed: 100,000,000
  • Dexterity: 25,000,000
Now you can raise your Strength and Speed to be each 4/5th of your new Defense, or 106,666,666:
  • Defense: 133,333,333
  • Strength: 106,666,666
  • Speed: 106,666,666
  • Dexterity: 25,000,000
Because you’ve increased your 3 Hank’s stats, you can now safely raise that fourth stat to be no more than a quarter of your Strength (or Speed) stat. You raise your Dexterity to 26,666,666:
  • Defense: 133,333,333
  • Strength: 106,666,666
  • Speed: 106,666,666
  • Dexterity: 26,666,666
You are now in the same situation you were at in the start, just with higher stats. You repeat the exercise from the top.

Of course, you don’t have to raise that fourth stat if you choose. But in general, don’t let it climb higher than a quarter of your secondary stats, else you risk losing Mr. Isoyamas gym for Defense (or Elites gym for Dexterity).

When you’ve got ignorance is bliss and enough money to use it properly (assuming you left it behind early enough for ignorance to really matter). Otherwise, I’d just get it up to 1b before leaving it further behind than necessary.

When you have the best gyms open and ideally Ignorance is Bliss, you should get it as high as you can while staying in ratio (about 9% of your total). That makes for the strongest possible Hanks ratio.

Once you are ready to SE your top stat, you're gonna lose your ratio anyway, so then might as well bring up the low stat to 1b+ at that point if you haven't sooner.

The moment you unlock george is when you can go for whatever ratio you want as long as the 8.0 gym of your main stat is open, by always making sure it's 25% higher than second highest stat. Other spec gym like frontline fitness has 7.5 gym dot while george give 7.3 so it's not big of a difference.
What does it means in number you may ask? if all other modifiers like steadfast, job, education...etc keeping the same then 7.5 gym give 2% more gains than 7.3 of George, which equal to 2% in steadfast, which means almost nothing.
To put in context, if one train at 7.5 and one at 7.3 for 100 days, with 2% difference, the one train in 7.5 gain an extra day worth of training than the 7.3, so you ain't missing much, 1000 days and you only behind like 10 days while not having to keeping that hassle ratio and make builds fit you more

A) When you start using enough SE's that it pretty much kills your special gyms anyway.
B) Never.

Some solid evidence to show that keeping it at 10% of your total gives you great returns.

More if your drop is def, not dex.
