Why is it that every time I get to level 4 I fail and it sets me back to level 1? Isn't that a little overkill for failing?

How are you getting red outcomes at level 4 though?

Go back and do easy crimes. You don't have enough experience for this crime. Do them in order. Search for cash, bootlegging... etc
The way this game works is you cannot jump into higher-paying crimes without building crime skill first. Thats why youre crit failing. Cracking is one of the safest crimes so it just means your crime skill isnt up to par. Work on the easier crimes for awhile.

Since everyone else is being unhelpful, I would like to let you know that crimes are skill based. Each crime has a base "recommended" nerve/experience level. Cracking is one of the highest requirement, comparable to hacking on Crimes 1.0
With just over 1k crimes under your belt, you should stick to everything under pickpocketing. Personal recommendation. Once your crime experience is higher, then you will get less red outcomes from cracking.

Also double checking - are you brute forcing, or are you manually guessing?
Get higher CE before doing cracking
