Do donator packs sell for different amounts as the market price fluctuates? The pawn shop says they pay just under the market price, so if the market price changed, would the pawn shop follow? Or does it always just sell for the same flat amount?

It's more or less the reverse. The pawn shop does not adjust based on market price. From time to time, the pawn shop price changes, and the market price adopts soon after.
For clarification, you cannot buy DPs from the pawn shop, only sell them.

The pawn shop price sets a 'floor' for DPs, so market prices will never go below this. (Though I have seen some scummy traders' price lists charge less than pawnshop prices.)
If and when the panwshop buyback prices for DPs changes, it creates a new 'floor' and market prices will adjust accordingly.
