Those are the same points you use for everything, daily refills, stock ticker, racing license... buy them on the point market.

As a new player, buying points from the points market. Later you can unlock the museum and exchange sets for points.

It's just something you buy when you have the spare cash since racing doesn't really do anything for you. You want to get donator status, open up the stock market, and collect a pile of spare xanax before worrying about racing.
Getting points:
Point Market and buy them
Donator Packs
Recruit someone and get points every 10 levels they get (Don't make a multi account, that's against the rules and you'll get banned)
Win them on the wheels at the casino
I would open the stock market first though
Racing has a few merit and can be fun if that's what you're into. A few things you should know though:
1. You can't travel when in a race
2. Official Races take around an hour before the race starts and then the race lasts around 15 minutes
3. Custom Races don't get points, it's worth doing 100 lap races at night when you're not playing so you can get your skill up (but you don't get points)
4. Cars and parts costs money - I wouldn't upgrade the class E car
