Does card skimming ever actually go successfully? Either I get busted or can't retrieve the skimming decive.

Your crime xp is probably too low. You'll need to do a good number of easier crimes before succeeding in harder ones.

Yes it does, but I would advise against it until you played the first few crimes a bit. This concept is called Crime Experience, and as a new player, you don't have any.
