If there is an active plan to reduce the amount of money in circulation, perhaps introduce a rake on PvP games in the casino, such as poker.
This is commonplace in real casinos and has no real effect on player numbers or behaviour. I do play a lot of poker, but a rake would not stop me from playing in exactly the same way as I do now...
Further, I'd suggest a Pot Rake for normal play of something like 2.5% and then a tournament fee for registering a tourney.
You could also find some mechanism to gain a free tournament pass (i.e. city find) in order to attract a few more tournaments. 'Free pass to a 250k poker tournament'
