I've wondered for a while, does the quality of your items you use in combat, go down over time as you use them?

It does not. It's just an indicator of the item's damage/accuracy and armor values place in the range of possible values. Higher being better of course
Quality is only a measure of how your weapon stacks up against other weapons of the same type (ie, your armalite vs the maximum possible stats for armalite), it doesn't degrade over time, nor is it upgradable
