Refactoring doesn't say much - it's most likely fixing the slow and janky code that runs the racing page, and not reworking the whole racing system.
For the most part things like that is just updating the code base to bring it more in line with modern systems. This can help improve efficiency, be smoother or better optimized for more devices and easier to maintain.
There are some parts of Torn where there is no longer any available support due to outdated systems where developers who worked on them have since moved on, so they are refactored to ensure they can be.
Whilst this isn't an update to the system itself, by having it more updated on the back/front end with available developers who can work on this it ensures we can do should we want to.
For example, much of Torn's current systems use React, a language that didn't exist when Torn first came out, so updating the systems to use that is required.
I'd love a rework! I'm only a Blass but once I get to the top level there's no reason to race.
