No this is too far gone to be added retroactively. You need to report the missed referral within a few weeks and not wait 4 months for it.

Thank you for your response. Basically, he started playing Torn for a bit and then stopped, so I didn't report it, thinking he wouldn't return to the game. But now that he's back, I wanted to report it.
Edit : I would really appreciate it if you could consider this fact and understand my reasoning at the time. I thought it was pointless to report it when he had stopped playing.
